At what level does the Isolator game start?

I have a child coming in at Level 2 and noticed there was no Isolator game. Why not? And at what level does it begin? Please explain rationale.

Leslie,

There must be some kind of mistake because Isolator does work at Level 2, an it starts from Level 1. I just tested it, and it's working.
